Assessment of Food Security Conditions in Karamoja Region of Uganda
At the request of ECHO, FEG was contracted by FAO Uganda in 2010 to lead a baseline household economy assessment (HEA) of three livelihood zones and a current season assessment of food security conditions in Karamoja Region of Uganda.
The purpose of the work was to provide in-depth livelihoods information on which to base practical recommendations for both short- and longer-term livelihood-oriented support interventions. FEG provided team leaders and technical support to the HEA work, while the team members were provided by FAO, FEWS NET, Save the Children in Uganda, ACTED, and ACF-AAH.
The three baselines include information on local livelihood patterns (livestock rearing, crop production, off-farm income generation, etc), markets, seasonality, differences in wealth, sources of food and cash income, expenditure patterns, hazards, response strategies that households employ, and key indicators to monitor in each livelihood zone.
The objective of the seasonal assessment was to collect information on how the current situation had changed compared to the baseline year with respect to rainfall, crop and livestock production, access to other sources of income (including firewood and charcoal), market prices and market conditions. These data were then combined with the livelihoods baselines to generate projections of total income (food+cash) for the coming year for up to four wealth groups in each livelihood zone (very poor, poor, middle and better-off households). HEA was used to determine which areas are likely to face deficits in 2010-11, the number of people affected and the magnitude and timing of these deficits.
