Monitoring and evaluation of program impacts on livelihoods in Sri Lanka

FEG conducted an extensive Individual Household Economy assessment (IHEA) between March and August 2008 to assist Save the Children Sri Lanka in establishing a pre-implementation baseline against which to monitor and measure the impacts of their 2008-2010 post-tsunami poverty reduction and child welfare improvement program.

This is the first time such an extensive use of IHEA has been made for the purposes of Monitoring and Evaluation. The results have been promising and the baseline will be used to measure the impact of the program on household food consumption, income, and expenditure during the second year of implementation.

The IHEA targeted 1,163 households in tsunami- and conflict-affected Batticaloa, Trincomalee, and Ampara districts, assessing the household food consumption, income, and expenditure patterns of  all of the beneficiaries to be targeted by the two-year cash transfer and grants program as well as a control group.  The IHEA results indicate the establishment of a valid and reliable pre-intervention baseline and confirm that beneficiary and control groups appear well matched. The IHEA results point to the importance of markets in intervention areas, emphasizing monitoring changes in prices and casual labor and general inflation rates to assure that the program’s cash transfers meet their intended goals, while accounting for the effects of inflation.
